How blessed is the man to whom the Lord does not impute iniquity. (Psalm 32:2)
According to the New Testament, David's proclamation above applies to all men, because God doesn't count their sins against them (2 Corinthians 5:19) and reconciles the whole world to Himself in Christ. This is the blessing of all mankind - God loves us, God has forgiven us, God is not mad at us, and God will never leave us nor forsake us.
However, as we know, we are blessed to be a blessing. Like we learn in the parables and pray in the Lord's Prayer, we freely receive forgiveness, and so we should freely grant it to those who sin against us. And just like Jesus did, we forgive all, not just those who apologize and whom we think are repentant. Doing so proves we are sons of our heavenly Father, who makes the sun to shine and the rain to fall on both the evil and the good, and hastens the coming of His kingdom on earth.
